Hassan starts his day with a swim.
Hassan Towafra leads Maximize’s public sector practice.
With extensive senior government experience shaping national policy and driving large scale reforms, Hassan
served as the top government official for Arab society from 2020 to 2025, leading Taqaddum, a 30 billion
shekel national program that advanced coordination across government ministries and improved socio economic
outcomes. He previously held senior roles at the Government Companies Authority, guided financial strategy
for state owned enterprises, and managed major reform programs in the electricity and education sectors. He
lectures in accounting and economics at Hadassah Academic College and serves on the Executive Board of the
Bezalel Academy of Arts and Design.

Salam leads Maximize’s business sector operations.
With nearly two decades of experience in Israel’s leading corporations across marketing leadership, growth strategy, business development and business excellence,
Salam rose through the private sector and held senior executive roles. In these positions, he was responsible for some of Israel’s leading brands across
multiple industries, including the services industry, consumer goods, media and communications.
In addition, Salam is a Director at the Tel Aviv–Yafo Municipal Economic
Development Authority and a member of the Advisory Committee of the Education
for Excellence Association.
Wafaa brings over13 years of leadership in social impact, public policy and strategy across McKinsey & Company, government, and civil society. She previously served as Head of Government Policy at the Economic Development Authority for Minorities, where she led national initiatives to increase labor market participation for minority women. Earlier in her career, she was the first and youngest woman to lead the volunteer center at AJEEC, managing a team of 70 and helping the organization secure the President’s Award for Excellence. Wafaa specializes in bridging complex policy with institutional change.
Wafaa is an Obama Foundation Scholar and strategic programs manager with more than fourteen years of experience in social impact, public policy, and civil society. She previously led government policy at the Economic Development Authority for Minorities and managed large teams and volunteer programs with national reach. Her leadership has earned national recognition including awards from Ben Gurion University, President Rivlin, and listings in the forty under forty rankings. Wafaa is committed to advancing employment and equity for minority communities in Israel.
Saja Kabaha is a project manager with extensive experience in the global tech arena and a focus on innovation and strategic partnerships. At the British Embassy in Tel Aviv she led the Arab tech portfolio and strengthened international collaboration. She previously served as Chief of Staff and led external relations at Intel, earning the Global Diversity Inclusion and Impact Award. She is also the founder of Seeratech, a leading Arabic speaking women led podcast on technology and innovation.
Saja Kabaha previously served as External Relations Manager and Chief of Staff at Intel and later led the Arab tech portfolio at the British Embassy in Tel Aviv. She is a program and project leader with extensive experience across global and local tech ecosystems, leading complex cross sector initiatives and building strategic partnerships at the intersection of technology and social impact. During her time at Intel she was recognized with the Global Diversity Inclusion and Impact Award. She is also the founder and host of Seeratech, a leading Arabic language podcast on technology and innovation..
Mai holds a BA in Philosophy, Economics, and Political Science from the Hebrew University of Jerusalem. At Maximize, she supports a variety of civil and social programs, working closely with teams to help them grow and succeed.

She has experience working with a range of stakeholders from different sectors and supports cross team collaboration with focus and reliability. She is a senior leader in social and economic programs with deep expertise in strategy and partnership development, and has led major initiatives across public, private, and philanthropic sectors, with a focus on employment and entrepreneurship. She also mentors professional teams, lectures in academia, and facilitates groups at Tel Aviv University, advancing social change and inclusive growth.
